Add new crate to centralize protocol conversion logic: - codec module: mode parsing/formatting, envelope parsing - auth module: token validation, bearer prefix handling - mapping module: ClientCommand <-> RigCommand conversion Includes 76 comprehensive tests covering all command variants, error cases, and round-trip conversions.
